Our Chromecast was acting fickle and wouldn't show the cast icon in apps like Netflix but would show it in YouTube after spending a full day trying to fix it I reset it multiple times, cycled the power on and off on the modem and router. Once I set up (using the Google Home app on another device) the Chromecast to be on my hotspot's wifi, I can cast from the phone that has the hotspot.
